Our state legislature passed a bill that the governor signed that would not allow any local areas where these projects are planned to require environmental stipulations ( or have any other input). The idea seems to. E that coal will provide the energy to supply the projects.
NEPA only covers approvals by federal agencies. I assume that the West Virginia legislation only relates to state approvals. I don’t know if any federal approvals are needed for these micro grids, but if so West Virginia cannot exempt the micro grids from those approvals.
This was an energy law presentation. I am not sure what scientists would have to say about the process for reviewing infrastructure projects (as opposed to the substance of the reviews)
